Why is Twitter doing this?

Edit button on Twitter is now available in this country
Twitter has started rolling out Edit Button in the US. At present, this feature will be available only for Blue subscribers of Twitter. However, this feature is already available in Canada, Australia and New Zealand. But this feature is not yet available in India.
